You are attending a peaceful protest critical of government policy. An aircraft is visible and someone says it must be targeting the crowd. An organizer says a media crew arranged aerial photography.

What is known

The gathering's viewpoint establishes nothing about threat. A photography arrangement exists, but it does not identify every aircraft or settle all privacy concerns. Intent cannot be inferred from appearance.
